Sign ups work now, here's how to sign up a team:
Make a tourney.cc account and go to your profile.
Make a team, name it, etc.
Go to the lucksow page and click "Sign up" at the top, select your team in the dropdown box.

and how to join a team:
Make a tourney.cc account.
Go to the team's profile page and click "join."

Get on #warsow.na @ quakenet 15 minutes before the matches start. If you don't have an IRC client, use http://www.warsow-na.net [warsow-na.net]

If you're not in IRC before about 8:55 you'll be removed from the brackets.
